For more than 15,000 years, the First Nations walked upon, and cared for, the lands we now call home. Anishinaabek, Haudenosaunee, Ojibwe, and many others who were families, friends, and communities, the way we are today. The Town of Collingwood acknowledges the Lake Simcoe-Nottawasaga Treaty of 1818 and the relationship it establishes with the original inhabitants of Turtle Island. We acknowledge the reality of our shared history, and the current contributions of Indigenous people within our community. We seek to continue empowering expressions of pride amongst all of the diverse stakeholders in this area. We seek to do better, and to continue to recognize, learn, and grow, in friendship and community, Nation-to-Nation.

  • Recommendation:

    THAT the content of the Council Agenda for April 27, 2026 be adopted as presented.

Note: In accordance with the Council Code of Conflict, Procedural By-law and the Municipal Conflict of Interest Act, Council members must file with the Clerk a written statement of the conflict, for inclusion on the Conflict of Interest Registry.

  • Recommendation #1:

    WHEREAS on March 2, 2026, Council approved fee refunds and waivers for planning and building permit fees for the affordable housing development at 29 - 45 Birch Street;
     
    AND WHEREAS The County of Simcoe has requested that the Town provide further financial support for the development, in the form of waiving site plan securities ($856,641.32) which has no financial impact to the Town but may increase risk and engineering administrative fees ($25,699.54) which does financially impact the Town;
     
    THEREFORE BE IT RESOLVED THAT Council waives the development securities of $856,641.32 and the Engineering Review Fee of $25,699.54 for the proposed development at 29 - 45 Birch Street. 

     

     

     

  • Recommendation #2:

    WHEREAS Pursuant to Section A11 of the Servicing Capacity Allocation Policy, the Town has reserved uncommitted hydraulic reserve capacity for government-led projects deemed to be in the interest of the public, with 30 single dwelling units (SDUs) of water and 22 SDUs of wastewater capacity specifically reserved for affordable community housing projects;
     
    AND WHEREAS the proposed development at 29 - 45 Birch Street is being delivered by a government agency, being the County of Simcoe, and includes 30 units of affordable rental housing.
     
    THEREFORE BE IT RESOLVED THAT Council approves the allocation of 25 SDUs of municipal water and 19 SDUs of municipal wastewater capacity from the 2026 reserved uncommitted hydraulic reserve capacity for the proposed affordable housing development at 29 - 45 Birch Street.

  • Recommendation:

    WHEREAS the Clerk hereby concurs the reason(s) for the in-camera session have been duly reviewed and considered and the matters are authorized under the exception provisions to conduct a closed session in accordance with the Municipal Act prior to proceeding into closed session;

    THEREFORE BE IT RESOLVED THAT this Council proceeds in camera in order to address a matter pertaining to:

    • a proposed or pending acquisition or disposition of land by the municipality or local board; (7.2, 7.4)
    • advice that is subject to solicitor-client privilege, including communications necessary for that purpose; (7.3)
    • a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; (7.4)
    • a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. (7.4)

  • Recommendation:

    THAT Council herein rise from in-camera and return to open session.

  • Recommendation:

    THAT By-law No. 2026-031, being a by-law to confirm the proceedings of the regular meeting of Council held April 27, 2026, be enacted and passed this 27th day of April, 2026.
