For more than 15,000 years, the First Nations walked upon, and cared for, the lands we now call home. Anishinaabek, Haudenosaunee, Ojibwe, and many others who were families, friends, and communities, the way we are today. The Town of Collingwood acknowledges the Lake Simcoe-Nottawasaga Treaty of 1818 and the relationship it establishes with the original inhabitants of Turtle Island. We acknowledge the reality of our shared history, and the current contributions of Indigenous people within our community. We seek to continue empowering expressions of pride amongst all of the diverse stakeholders in this area. We seek to do better, and to continue to recognize, learn, and grow, in friendship and community, Nation-to-Nation.

  • Recommendation:

    THAT the content of the Council-Committee of the Whole Agenda for April 20, 2026, be adopted as amended:

    • Addition of Item 16 In-Camera

Note: In accordance with the Council Code of Conflict, Procedural By-law and the Municipal Conflict of Interest Act, Council members must file with the Clerk a written statement of the conflict, for inclusion on the Conflict of Interest Registry.

  • Recommendation:

    THAT the minutes of Council-Committee of the Whole meeting held April 8th, 2026 (excluding Committee of the Whole recommendations) and Council Meeting held April 13th, 2026, be approved as presented.

  • Recommendation:

    AND THAT Council provide relief to certain provisions of the Tree Permit under By-law 2012-084 that would allow for permit issuance prior to the County of Simcoe rendering a decision on the Official Plan Amendment, with appropriate conditions as outlined in Report P2026-11.

  • Recommendation:

    THAT Staff Report T2026-03, 2026 Amended Development Charges Background Study: Water Treatment Plant, be received; and
    AND THAT Council approve the 2026 Amended Development Charges (DC) Background Study: Water Treatment Plant prepared (“Amended DC Background Study”) by Hemson Consulting. 
    AND THAT Council approve the resulting reductions to Development Charges for the Water Treatment Plant as identified in the Amended DC Background Study.

  • Recommendation:

    WHEREAS the sale and service of alcohol in Ontario is regulated by the Liquor Licence and Control Act which is administered by the Alcohol and Gaming Commission of Ontario, 
    AND WHEREAS the sale or service of alcohol at special occasions and events open to the public requiring a Special Occasion Permit (SOP) through the AGCO is contingent upon municipal authorization,
    BE IT RESOLVED THAT Staff Report PRC2026-02, Bring-Your-Own (BYO) Events, be received,
    AND THAT Council prohibit the permitting of Bring-Your-Own events within the Town of Collingwood.

  • Recommendation:

    THAT Staff Report C2026-04, New Long Grass & Nuisance Weeds By-law, be received;  
    AND THAT the proposed Long Grass and Nuisance Weeds By-law, attached as Appendix A, be enacted.

  • Recommendation:

    THAT Staff Report P2026-13, “Proposed Zoning By-law Amendment – 4 Elm Street”, dated April 20, 2026, be received;  
    AND THAT the amending Zoning By-law, attached as Appendix “A” to this Report, be enacted and passed.

  • Recommendation:

    THAT Staff Report P2026-14, Collingwood Housing Incentives Pilot Program and Town-owned Lands, dated April 20, 2026, be received;  
    AND THAT Council direct staff to revise the Collingwood Housing Incentives Pilot Program (CHIPP) policy and take any other steps necessary to include and implement an additional incentive stream related to the [lease, sale or donation]* of Town-owned lands located at High Street and Poplar Sideroad.
    AND THAT Council direct staff to maintain the offer for donation of the lands under the County of Simcoe’s Municipal Partnership in Affordable Rental Development program until such time as a [lease, sale or donation]* through the CHIPP is confirmed.
    AND THAT should the County of Simcoe’s prioritization of the lands for development under the Municipal Partnership in Affordable Rental Development program be expedited, that staff be directed to provide an update to Council to allow re-consideration of their inclusion in the CHIPP.
    * Alternative options to be selected

  • Recommendation:

    THAT Staff Report P2026-15, Tourism Collingwood Update, dated 2026-04-20, be received;  
    AND THAT Corporate By-law 2026‑1 of Tourism Collingwood attached hereto as Appendix A be confirmed by Council, representing the Town of Collingwood as the sole Member of the Municipal Services Corporation in accordance with the Ontario Not-for-Profit Corporations Act, 2010;  
    AND THAT Council select from the following options:

    1. Council directs the CAO to appoint senior staff as the Member Representative and Alternate; or
    2. Council directs the Clerk to proceed with a nomination process to appoint political officials as the Member Representative and Alternate.

  • Recommendation (Unless otherwise amended):

  • Recommendation:

    WHEREAS the Clerk hereby concurs the reason(s) for the in-camera session have been duly reviewed and considered and the matters are authorized under the exception provisions to conduct a closed session in accordance with the Municipal Act prior to proceeding into closed session;

    THEREFORE BE IT RESOLVED THAT this Council proceeds in camera in order to address a matter pertaining to:

    • a proposed or pending acquisition or disposition of land by the municipality or local board (16.2);
    • a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization (16.2);
    • a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. (16.2)

    THAT By-law No. 2026-030, being a by-law to confirm the proceedings of the regular meeting of Council held April 20, 2026, be enacted and passed this 20th day of April, 2026.
